MEMBERS PRESENT:

CALL TO ORDER

Board Chair, John Stewart, called the meeting to order at 8:34 a.m. A quorum was present.

APPROVAL OF PREVIOUS MINUTES

Members reviewed the minutes of the November 16, 2023, meeting. Vicki McGinnis made a motion to accept the minutes as written. Roxanne Neal seconded the motion. All voted to approve the minutes.

SWEARING IN CEREMONY

Dr. Ferguson introduced two new Board members, Chris Slone, Faculty Representative to the Board and Abby Bingham, Student Representative.

KCTCS COLLEGE BOARDS RESPONSIBILITIES

Kellie Allen was delayed due to a traffic hold up. Dr. Ferguson stood in her place, leading the Oath of Office with Ann Perkins. Kellie arrived during the proceeding.

PRESIDENT’S REPORT

Dr. Ferguson gave a college update using a PowerPoint presentation (copy attached), following the 2022-2026 Strategic Plan of People, Process, and Partners and the four categories that the Board will use to evaluate his performance. In addition, he discussed the results of a recent Economic Impact Study and shared documents from the study to members present.

FACULTY, STAFF, STUDENT REPORT

Vicki McGinnis, Faculty Rep to BOD, Roxanne Neal, Staff Rep to the BOD, and Laynee Stanley, Student Rep to the BOD, provided written reports to Board members and each briefly discussed highlights from those reports.

CABINET MEMBER REPORTS

Steve Flouhouse, Dean of Institutional Effectiveness & Grants

ACTC had no referrals from its SACSCOC Fifth Year Interim Report. The college has a recommendation from the Interim Off-Campus Instructional Site Committee that visited the college this past September. The college responded to the recommendation in February and hopes that SACSCOC will find ACTC in compliance with the standard on qualified faculty.

Brooke Seasor, Director of Resource Development, had no report.

Taylor Alexander, Director of Marketing & Public Relations

ACTC marketing along with Dr. Ferguson and Jennifer Allen are collaborating with MSU at Ashland to develop and execute a transfer campaign encouraging prospective students to take advantage of the 2+2 agreement between ACTC & MSU at Ashland for their education, social work, and general business degrees.

ACTC marketing and recruitment departments are working together on the KCTCS Honorary Pathfinder award which is given to a high school counselor/teacher who is nominated by ACTC dual credit and/or current ACTC students. The date of the ceremony is April 10th at Elliot County High School.

Todd Brand, Chief Academic Officer

This summer ACTC will be the first in the Commonwealth to deploy the Kentucky Graduate Profile Academy. This is a CPE initiative that seeks to focus on all graduates in the commonwealth getting 10 essential skills. The initiative includes all universities and community colleges in the state.

The Career Services Career Fairs have really grown. ACTC is seeing many companies/businesses participate.

The Handshake System is very successful in assisting students connect with employers.

Kellie Allen, Chief Human Resources Officer, reported on the Huron Administrative Activity Study:

July 1 will see the first phase of payroll band increases

Next, they will advise regarding compression (addressing the fact that our long term employees do not make much more than new hires)

Steve Woodburn, Chief Student Affairs Officer

Enrollment is encouraging, ACTC is showing increases in the areas we need to and that is credential seeking new and returning students. For our enrollment to grow impactfully these are the two areas of growth we need.

The Student Government Association (SGA) has improved student engagement through various activities. They are presenting a dance for the first time in years. Our two officers are from the Holy Family Collegiate High School, which is the first time this has happened. Elections are tentatively scheduled for later in the semester.

Student Success & Enrollment Services will hold an off-site retreat during which they will create a new mission statement for the department. Dr. Ferguson will lead the group in this process. This is an important time for us to discuss, reflect and improve.

The ACTC diversity report is due soon. We have good numbers to report, our Under Represented Minority (URM) percentage is greater than it has ever been, and our graduate rate is higher than most other institutions. We have the highest graduation rate of low-income students in the system by several percentage points.

Karen Blevins, Chief Business Affairs Officer, announced that work has begun on the 2024-2025 budget.

BOARD CHAIR COMMENTS

Chair, John Stewart, asked if there were any closing comments.

Laynee Stanley reported, to encourage leadership in SGA, another member is leading the Blossom Ball event.

Laura Patrick thanked ACTC personnel for all they do for the community and especially their assistance to UK-KDMC.

Chair Stewart announced that he will match funds given on November Giving Tuesday!
