CALL TO ORDER
Board Chair, John Stewart, Jr., called the meeting to order at 8:34 a.m. A quorum was present.
APPROVAL OF PREVIOUS MINUTES
Members reviewed the minutes of the February 22, 2024, meeting. Rick Clark made a motion to accept the minutes as written. Ann Perkins seconded the motion. All voted to approve the minutes.
REVIEW OF 2023-2024 ACCOMPLISHMENTS
Dr. Larry Ferguson, President & CEO of Ashland Community and Technical College, presented the Board of Directors a recap of his accomplishments, July 1, 2023, through April 1, 2024. He used, as a visual, a PowerPoint presentation (copy attached). The format of the presentation was in line with the KCTCS guide for evaluation of the college president. He walked the Board through the four areas of evaluation (Institutional Leadership/Management, Educational Leadership/Internal Relations, External Relations, and College Board Relations) explaining his strategies and accomplishments in each area.
EVALUATION OF PRESIDENT FERGUSON
John Stewart, Jr., Chair of the ACTC Board of Directors, led members in the annual evaluation of the president. Using the KCTCS College Board of Directors Annual Evaluation of the College President’s Performance and Effectiveness form as their guide (copy attached). Board members unanimously rated Dr. Ferguson’s performance as EE (exceeds expectations) in every category. Members gave Dr. Ferguson high praise for his leadership during the year, especially as he also served as Acting President of KCTCS! The attached letter to Dr. Ryan Quarles, KCTCS President, from ACTC Board of Directors Chair, summarizes Dr. Ferguson’s performance.
2024-2025 PROPOSED BUDGET
President Ferguson led Board members through the details of the proposed 2024-2025 budget (copy attached). He discussed each line item of the revenues and expenditures. He reminded members that Ashland Community & Technical College will receive only 47.2% of its funding via state appropriation. After endorsement by the ACTC Board of Directors, the budget will eventually move through the channels of approval by the Board of Regents (BOR) and the Council of Post-Secondary Education (CPE).
ENDORSEMENT OF 2024-2025 BUDGET
Board Chair John Stewart, Jr. asked for a motion to endorse the 2024-2025 budget. Ann Perkins made the motion to endorse the proposed budget, as written, and Amanda Collins seconded. It was unanimously approved.
2024-2025 MEETING DATES
Members reviewed the proposed meeting dates and, at this time, saw no conflicts.
BOARD CHAIR COMMENTS
In closing, Chair Stewart reminded BOD members that Thursday, April 25, was KCTCS Giving Day. He noted that he would match gifts given by Board members, stating that 100% participation by members shows their support of the College.
Dr. Ferguson thanked Faculty Representative to the BOD, Vicki McGinnis, for her service and announced Chris Slone, Instructor and Business Program Coordinator will replace Vicki on July 1, 2024.
