CALL TO ORDER
Board Chair, Rick Clark, called the meeting to order at 8:36 a.m. A quorum was present.
APPROVAL OF PREVIOUS MINUTES
Members reviewed the minutes of the February 15, 2023, meeting. Kathryn Lamp made a motion to accept the minutes as written. Vicki McGinnis seconded the motion. All voted to approve the minutes.
REVIEW OF 2022-2023 ACCOMPLISHMENTS
Dr. Larry Ferguson, President & CEO of Ashland Community and Technical College, presented the Board of Directors a recap of his accomplishments, July 1, 2022, through April 30, 2023. He used, as a visual, a PowerPoint presentation (copy attached). The format of the presentation was in line with the KCTCS guide for evaluation of the college president. He walked the Board through the four areas of evaluation (Institutional Leadership/Management, Educational Leadership/Internal Relations, External Relations, and College Board Relations) explaining his strategies and accomplishments in each area.
EVALUATION OF PRESIDENT FERGUSON
Rick Clark, Chair of the ACTC Board of Directors, led members in the annual evaluation of the president. Using the KCTCS College Board of Directors Annual Evaluation of the College President’s Performance and Effectiveness form as their guide (copy attached), Board members unanimously rated Dr. Ferguson’s performance as EE (exceeds expectations) in every category. Members gave Dr. Ferguson high praise for his leadership during the year, especially as he also serves as Acting President of KCTCS! They complimented his efforts to rebuild the culture and morale of employees. Members feel his implementation of the 4DX operating system has proven successful for ACTC. They admire his vision for Ashland Community & Technical College. The BOD feels that his service this year as Acting KCTCS President and as Board Chair of the Ashland Alliance has been and will continue to benefit Ashland. Members feel a mutual trust between themselves and Dr. Ferguson and appreciate his communications with them. In the community they receive positive comments regarding the college and his leadership of it.
2023-2024 PROPOSED BUDGET
President Ferguson led Board members through the details of the proposed 2023-2024 budget using a PowerPoint presentation (copy attached). He discussed each line item of the revenues and expenditures. He reminded members that Ashland Community & Technical College will receive only 49.42% of its funding via state appropriation. After endorsement by the ACTC Board of Directors, the budget will eventually move through the channels of approval by the Board of Regents (BOR) and the Council of Post-Secondary Education (CPE).
APPROVAL OF 2023-2024 BUDGET
Board Chair Rick Clark asked for a motion to endorse the 2023-2024 budget. Brooke Elswick-Robinson made the motion to endorse the proposed budget, as written, and Ben Collier seconded. It was unanimously approved (copy attached).
APPROVAL OF 2023-2024 MEETING DATES
Members made one change to the proposed meeting dates; the Spring 2024 meeting date will be Tuesday, April 23, 2024.
BOARD CHAIR COMMENTS
In closing, Chair Rick Clark, said it was a good meeting. He enjoyed the feedback and conversation from those in attendance.
Dr. Ferguson thanked Mille DeBoard, Student Representative to the BOD and Jason Salyers, Staff Representative to the Board, for their service, stating that their terms will end June 30.
